IntegraCD Center: Saving Lives, Sustaining Livelihoods
( Padang, West Sumatra, Indonesia)

Executive Summary
Padang, which lies on the coast of Western Sumatra, is very close to the Pacific Ring of Fire. As such, the Padang region is identified as a potential earthquake epicenter and tsunami target. Vision Network Society and Dian Insani Indonesia seek to establish an IntegraCD Center that will save lives and sustain livelihoods.

The IntegraCD Center will have a DRY (disaster recovery) task force to coordinate rescue and relief efforts. It will also train 60 first responders in rescue and first aid skills.

A mangrove swamp will be planted to mitigate against tsunamis and floods. It will also serve as a breeding ground for marine species, thus creating a sustainable future for the coastal community.

Finally, the center will empower 30 low-income families to create multiple sources of income.

Vision/Goal, Objectives, Indicators

Vision/Goal: Saving lives, sustaining livelihoods

Center Objectives

Center Indicators

Equip disaster-prone communities in disaster recovery (DRY).

  • The center has a DRY task force.
  • Approximately 30 volunteers are trained as first responders.
  • The center has networked with 2 local and 2 international agencies.

Empower low-income communities through integral community development.

  • The center has trained 10 interns in carpentry.
  • The center is conducting English language classes.
  • At least 30 families in a coastal community are lifted out of poverty.

Establish livelihood sustainability.

  • The center has a guesthouse and a café.
  • The center has a plant nursery.

Community Objectives

Community Indicators

Equip a coastal community in disaster recovery (DRY).

  • The coastal community has a DRY task force.
  • Approximately 30 residents are trained as first responders.
  • The coastal community has a mangrove nursery.
  • Approximately 100 mangrove saplings have been planted.

Empower a coastal community through integral community development.

  • At least 30 families are lifted out of poverty.

The indicators will be ready three years after project launch.

Project Description
The project encompasses two components: Center and community.

Center: With the 3 E, the center equips communities in disaster recovery, empowers low-income families to be self-reliant and establishes sustainability for integral community development.

To achieve the 3 objectives, the center focuses on training volunteers in integral community development. The two types of training (center-based training and community-based training) enable the center to reach out to communities located in the Padang region.

The center will have a DRY (disaster recovery) task force and around 30 first responders. In crisis time, the center will be able to enlist the help of local and international relief agencies.

Community: Through capacity development, the low-income community rallies its residents to support one another. To move 30 families out of poverty, the IntegraCD Center will empower the residents in microenterprise development (MED), self-reliant home (SRH), water and sanitation (WAS), community health education (CHE) and education (EDU).

A mangrove nursery will be setup; eventually, around 100 mangrove saplings will be planted. In the event of a tsunami or flood, the mangrove swamp mitigates the destruction power of nature.

A community-based task force will be set up to respond to disasters. Around 30 residents will be trained to be first responders.

Anticipated Impact

The project will empower the residents to carry out integral community development that will prepare them for disasters. In the event of a disaster, first responders are trained to rescue and save lives before medical help arrives.

The mangrove swamp will serve as a breakwater to absorb and disperse the water and power unleashed by any tsunami or typhoon. It will also serve as a breeding ground for many marine species, thus preserving species diversity and providing for a sustainable future for the coastal community.

Through IntegraCD, the 30 poorest families in the coastal community would be empowered with livelihood skills.

A Peacebuilding Project:
Resettling Internally-Displaced People Through Integral Community Development
( Jaffna Peninsula, Sri Lanka)

 Executive Summary

The civil war in Sri Lanka has finally ended; hundreds of thousands of internally–displaced people will now have to be resettled. Vision Network Society ( Singapore) and Vision Network Lanka ( Sri Lanka) seek to rebuild the lives of 100 families through integral community development (IntegraCD).

The project has three objectives: The construction of 100 Self-Reliant Houses (SRH), the setup of IntegraCD Center and capacity development through integral community development. The IntegraCD Center becomes the hub for the rebuilding of livelihoods. In addition, the center serves as a school. Surrounded by a living fence and a constructed treatment wetland), the IntegraCD Community aspires to be self-reliant.

Vision/Goal & Objectives

Vision/Goal: Resettling 100 internally-displaced families through integral community development.

Objectives:

  • Construct 100 SRH for 100 internally-displaced families.
  • Establish the IntegraCD Center as the community center.
  • Empower the residents in integral community development.

Project Description

The project encompasses three components: Center, families and community.

Center: The IntegraCD Center is setup to oversee the resettlement of 100 families. In addition, the center will serve as a school (EDU). There will be a sports field (e.g., a cricket pitch) to foster bonding among the residents and youth.

Families: One hundred families will be selected for resettlement. Participating in five IntegraCD concepts—microenterprise development ( MED), self-reliant home (SRH), water and sanitation (WAS), community health education ( CHE) and education (EDU), the families work towards self-reliance and moving themselves out of poverty.

Community: Several community-based projects are proposed, e.g., the Tri-Bank consists of an animal bank, a grain bank and a microcredit bank. To keep the community neat and tidy, a garbage management is proposed.

The animal bank loans 3 kids (1 male and 2 female kids) to each family. The grain bank is intended to provide food security. The microcredit bank provides small loans to the 100 families to enable them to set up microenterprises as a source of income. The garbage management implements the 3 R: Reduce, reuse and recycle.

Anticipated Impact
Because of the peacebuilding project, 100 families are resettled and empowered through integral community development. The IntegraCD Center ensures that residents resolve their conflicts peacefully. It is the hope that the internally-displaced people will learn to live in racial and religious harmony.
